Should I buy this smaller fixie? (Don't like changing or returning)

Hello people,

I have been wanting a Fixed Gear or Road Bike since forever. But I always felt that it would look nicer i they were a little bit smaller (I don't like BMW bikes either). So I started looking in to getting a Mini Velo. But later noticed that those are hard to find and cost more than 500$ which is just unnecessary in my eyes. Not having a car and not living at your parents place can be very depressing if you want to go to certain places by yourself sometimes. Anyhow, I had been seeing more and more people that I know getting Fixies and found out about this place in to OC that has nice bicycles. I did not try to be a main streamer but I went there to check it out anyway. I saw this nice looking bicycle that was a Fixie, they had plenty of choices. I did not have enough dough on me on that day, and the next time it was already sold. But I believe that they are getting new ones. My only concern would be if it would come out to be to small after riding it. I don't like to ask for returning stuff. I am about 5'5 or maybe 5'6, and I wear a 32 30.
